The provincial government has issued a tender for the first phase of the central Trans-Canada Highway twinning project between Grand Falls-Windsor and Bishop’s Falls.

The first phase involves subgrade construction along a 6.2-kilometre stretch from the existing twinned section near Grand Falls-Windsor to the Canadian National Railway overpass in Bishop’s Falls.

The $306-million project is being funded through a 50-50 cost-sharing agreement between the provincial and federal governments under the Investing in Canada Infrastructure Program.

In December 2025, the provincial government announced that qualified companies would be invited to bid on separate contracts, with work awarded progressively as the project advances.

The government says the approach will allow local contractors to compete for road construction work while allowing funding to be allocated as construction progresses.

Design work for future phases is ongoing, with the next phase expected to be tendered next summer.
