Request for Proposals Issued for Highway Twinning Project

A request for proposals has been issued for the design, construction, financing and maintenance of the highway twinning project slated for two sections of the highway.

 

The $306 million highway twinning project will facilitate the addition of up to 55 kilometres of new lanes of the TCH to help increase traffic capacity and ensure better separation between opposing traffic lanes.

 

The project will include a 15-kilometre section between Bishop’s Falls and Grand Falls-Windsor in the Central region, as well as a section on the Avalon Peninsula of approximately 40 kilometres beginning at Whitbourne and heading west. Once completed, snow clearing and line painting operations for these sections of highway will remain with public service employees.

 

In December 2024, a request for qualifications invited interested parties to submit their qualifications for the twinning project. Following that process, successful candidates are now invited to participate in the next stage of the competitive selection process, which is the RFP stage.

 

The RFP closes end of day on February 26, 2026.
