Province to Seek Proposals for Future of Buchans Generating Facility

The Newfoundland and Labrador government says it will launch a public expression of interest process to explore the potential sale and future development of the Buchans Generating Facility.
The process will invite interested parties to submit proposals outlining potential uses for the hydroelectric facility, the economic benefits their plans could generate and how they would operate and develop the asset over the long term.
Government officials say the expression of interest will ensure any potential divestment of the publicly owned facility is conducted through a fair, transparent and competitive process.
The province said the initiative will help assess market interest, compare proposals and determine which option would provide the greatest overall benefit to Newfoundland and Labrador.
Officials added the process will also help identify opportunities that support regional economic development, Indigenous participation, job creation, investment and the continued use of existing infrastructure.
In March 2025, the provincial government issued a non-binding letter of intent expressing a willingness to discuss a possible sale of the facility with a consortium made up of Qalipu First Nation, Qalipu Holdings LP, Growler Energy Inc. and Angler Solutions Inc.
The consortium will be encouraged to take part in the public expression of interest process, according to the province.
