Gary Smith named lead negotiator for Churchill Falls agreement

The Newfoundland and Labrador government has appointed former Newfoundland Power president and CEO Gary Smith as lead negotiator for the Churchill Falls and Gull Island agreement, as work shifts toward finalizing the deal.
Premier Tony Wakeham announced Wednesday that Barry Perry, who led negotiations, will transition to the role of special advisor to the provincial government.
Perry will continue to provide advice and expertise as the government completes the technical and legal work required to implement the agreement reached with Quebec and the federal government in August.
Smith brings more than 40 years of experience in the electricity sector, including serving as executive vice-president of operations and technology at Fortis Inc. and president and CEO of Newfoundland Power.
The government says the definitive agreements will be tabled in the House of Assembly once completed. Technical briefings will be provided to MHAs, and the government will propose a special debate to allow members to examine and discuss the agreements.
The three members of the Oversight Committee will remain in their positions. The government is also reviewing recommendations from the chair of the Public Utilities Board regarding additional committee membership.
Engagement with Innu leadership and Labrador communities will continue as the projects advance.
