Province Seeks Consultant to Study Airfare Costs and Service Sustainability in Labrador

The Newfoundland and Labrador government is seeking a consultant to examine air travel affordability and the sustainability of air services in Labrador.
The request for proposals (RFP) is part of the provincial government’s commitment to address transportation challenges and the high cost of air travel for Labrador residents.
The review will examine the role of air travel in connecting Labrador’s communities, supporting local economies and providing access to essential services and transportation links.
The successful consultant will engage with airlines, governments and other stakeholders, conduct airfare modelling for Labrador and assess the factors contributing to the cost of air travel.
The work will also include comparisons with other remote regions, an assessment of air service needs and an examination of the socioeconomic impacts of air travel costs on Labrador residents and communities.
The government says the findings will help identify potential ways to improve air access and affordability in Labrador.
The deadline for proposals is Nov. 10, 2026, although the date may change.
