Province Expands Coverage for Cleft Lip and Palate Treatment, Offers Retroactive Reimbursements

The Newfoundland and Labrador government announced that it is expanding financial coverage for patients with cleft lip and/or palate, increasing funding limits and providing retroactive reimbursements to eligible families.

Following a review of the province's Cleft Lip and Palate Program, the Department of Health and Community Services said several changes have been introduced to reduce the financial burden on families and ensure coverage reflects current MCP rates negotiated with the Newfoundland and Labrador Dental Association.

Among the changes, the province will now cover the initial assessment fee of approximately $120, retroactive to Oct. 1, 2025.

The maximum amount covered per treatment or treatment stage has also increased from $5,519 to $6,656, retroactive to April 1, 2026.

In addition, patients will now be eligible for funding for up to five treatment stages, with a lifetime maximum of $33,280. The change is retroactive to Jan. 1, 2025. The province said the dental monitoring committee will have the authority to approve exceptions above the per-treatment cap in exceptional circumstances, provided the total funding remains within the lifetime maximum.

Families who paid out of pocket for orthodontic treatment costs that exceeded the previous funding cap but fall within the new $6,656 limit between Jan. 1, 2025, and April 1, 2026, will be reimbursed. The provincial dental consultant will review all eligible cases and contact affected families to arrange repayment.

The dental monitoring committee will also review cases where treatment costs exceeded the new per-treatment cap to determine whether an exception is warranted under the updated lifetime funding limit.

Approximately 10 to 12 children are born with cleft lip and/or palate in Newfoundland and Labrador each year.
