Province Cancels School, Government Building Contracts After Construction Already Underway

The provincial government has cancelled construction contracts for two major public infrastructure projects despite work already being underway, a move that is expected to further delay both developments and raises questions about project planning and oversight.
The provincial government announced that contracts for the redevelopment of the Martin Gallant Building in Stephenville Crossing and the construction of a new K-12 school in Cartwright have been terminated following a review that identified concerns related to rising costs, project delays, design issues and site conditions.
The decision comes after construction had already begun on both projects. Government officials said the Cartwright school was approximately six per cent complete, while work on the Martin Gallant Building redevelopment had reached 19 per cent completion.
While government framed the decision as a necessary step to improve value for taxpayers and ensure more predictable project delivery, the move means months of work and planning have effectively been set aside, with both projects now heading back to the drawing board.
For residents of Cartwright, the announcement means the long-awaited replacement for the aging Henry Gordon Academy remains further away.
The Martin Gallant Building redevelopment, intended to improve access to government services in the Stephenville Crossing area, will also undergo a comprehensive review before a new procurement process begins.
The province maintains it remains committed to both projects and says revised plans, budgets and timelines will be developed in the coming months.
However, no new completion dates have been provided, leaving communities waiting longer for facilities that were already under construction.
