New member named to the Churchill River Negotiation Oversight Panel

Guy Holburn has been appointed to the Independent Churchill River Negotiation Oversight Panel.
Previously, Holburn served as an expert consultant to the panel.
The Independent Churchill River Negotiation Oversight Panel is providing oversight of the ongoing negotiations of the deal reached between Newfoundland and Labrador Hydro and Hydro-Quebec.

Dennis Browne
Douglas Bowman and
Guy Holburn
Barry Learmonth has also been engaged to provide outside counsel to the oversight panel. Learmonth was previously Co-Counsel for the The Commission of Inquiry Respecting the Muskrat Falls Project. Learmonth has practiced law in St. John’s since 1977 and the primary focus of his legal practice is the area of civil litigation, including construction law.
