New Commissioner of the RNC Public Complaints Commission

Twila Reid has been appointed as Commissioner of the Royal Newfoundland Constabulary Public Complaints Commission. Ms. Reid replaces John Rorke who served in the position since 2008.


Ms. Reid is a St. John’s based lawyer with a background in respectful workplace and harassment investigations, arbitrations, collective bargaining, and administrative law. She also has expertise in the areas of labour law, employment law, human rights and privacy.


The RNC Public Complaints Commission is a civilian oversight body that helps maintain public confidence in policing. The Commission functions independently of both the Department of Justice and Public Safety and the RNC and has the authority to oversee and investigate complaints from the public concerning members of the RNC and, when appropriate, conducts public hearings with respect to particular complaints.
