Evaluation Scores Released for Mental Health & Addictions Hospital Procurement


The Department of Transportation and Infrastructure has released the evaluation scoring for the three submissions for the procurement of the new 102-bed adult mental health and addictions hospital.


Avalon Healthcare Partnership’s proposal received a score of 44.7/50 for its technical submission, which includes details on the hospital’s design, services offered, project schedule and management, and site development.


Technical submissions by the other two proponents received scores of 37.6 and 30.

Along with financial submissions, Avalon Healthcare Partnership’s proposal received an overall score of 88.7/100, while the other two proposals received scores of 87.6 and 69.9, respectively.


The project includes:

  • A 240,000 square foot, six-storey, 102-bed hospital;

  • A parking garage with space for 1,000 vehicles; and,

  • A new 60-bed hostel to replace the Agnes Cowan Hostel.


Site work is well advanced to make way for construction of the hospital beginning this spring and to be completed in late 2024. Over the course of construction, more than 400 jobs are expected to be created.


Construction on the parking garage is underway and will be completed in late 2021.
