Request For Proposals Issued for New Mental Health & Addictions Hospital


The Provincial Government has reached the next stage of the procurement of a new adult mental health and addictions hospital in St. John’s.

The three teams of companies—Atlantic Healthcare Group, Avalon Healthcare Partnership, and NL Healthcare Partnership—competing for a contract to design, build, finance and maintain the new adult mental health and addictions hospital have received the Request for Proposals (RFP) that outlines the requirements for the project.

Submissions are due in early 2020 and proposals will include details on:

  • The design and construction of the new 102-bed hospital as an extension of the Health Sciences Centre;

  • A parking garage with space for a minimum of 1,000 vehicles;

  • Connections to the Health Sciences Centre; and

  • Financing and maintaining the hospital over the 30-year contract.

The successful proponent will also be required to develop an apprenticeship training program for local apprentices and a plan to assist with hiring tradeswomen to work on the construction site.

The successful proponent will be announced in June 2020, with construction anticipated to start in the months following.
