RNC Issues Public Advisory Regarding Barry Sinclair

The Royal Newfoundland Constabulary is issuing a public advisory regarding St. John’s resident Barry Sinclair. Based on Sinclair’s previous criminal history, the RNC has reasonable grounds to believe that Sinclair will commit a serious personal injury offence against a woman. A serious personal injury offence is an offence that involves the use or attempted use of violence against another person. In 2013 Sinclair was convicted of breaking into a woman’s house in Nova Scotia while she was in the residence. He was sentenced to 5 years in a federal institution. In February 2017 Sinclair was released from custody. Upon his release the RNC filed an application at Provincial Court in St. John’s to have Sinclair placed on a recognizance under section 810.2 of the Criminal Code of Canada. This type of recognizance is preventative in nature and is meant to restrict the movements and behaviour of an individual. As a result of the RNC application for a section 810.2 recognizance, a warrant of arrest was issued for Sinclair in February 2017. Sinclair was arrested and conveyed to Provincial Court in St. John’s for a hearing. Sinclair was placed on a court order that day prior to being released from custody. This court order contains numerous conditions that are meant to ensure public safety. The court order will remain in effect until the RNC’s application for a recognizance has been concluded in court. The RNC is reminding the public to exercise everyday precautions related to residential security, such as ensuring that windows and doors are locked and that residences have adequate exterior lighting. In addition, the RNC is asking the public to report all suspicious activity to the RNC at 729-8000 or Crime Stoppers at 1-800-222-TIPS (8477).
