Province announces proposed debate structure for Churchill Falls, Gull Island agreement

The provincial government has announced its proposed structure for a four-day special sitting of the House of Assembly to debate the new Churchill Falls and Gull Island agreement.

The special sitting will take place from September 14 to 17, with debate on the proposed resolution and the Government of Canada's commitments under the agreement serving as the sole business before the House.

The government says the format will give MHAs an opportunity to question those directly involved in negotiating and reviewing the agreement before a vote is held.

For the first three days, MHAs will hear from members of the negotiating team, independent commercial advisors, financial experts and representatives of Newfoundland and Labrador Hydro.

The Chair of the Oversight Committee, a senior Natural Resources Canada official and a federal Member of Parliament will also appear before the House to address issues related to the agreement and Ottawa's commitments.

The debate will begin with opening remarks from party leaders, the Minister of Energy and Mines, opposition and third-party critics for the portfolio, and the independent MHA for Humber-Bay of Islands.

More than 19 hours will then be allocated for MHAs to question the invited experts directly.

The government says experts will not be subject to speaking-time limits when answering questions, allowing MHAs to ask follow-up questions and seek clarification.

Each day will also include a question period, during which members can question the government on matters related to the resolution.

On the final day, every MHA will have 10 minutes for closing remarks before the House votes on the resolution.

The government says the closing debate will give members an opportunity to reflect on the information presented, address concerns raised by constituents and explain their position on the agreement.
