Ottawa Announces Up to $8B Defence Investment at Goose Bay

The federal government has announced what it calls the largest defence investment in Newfoundland and Labrador’s history, with up to $8 billion planned for infrastructure at 5 Wing Goose Bay.
The announcement was made on Tuesday in Happy Valley-Goose Bay by Joanne Thompson, alongside Labrador MP Philip Earle, on behalf of Defence Minister David J. McGuinty.
The funding is part of Canada’s Northern NORAD modernization plan, which will see upgrades to key northern bases, including Goose Bay.
As part of the broader investment, the government has awarded a $187-million contract to MCW Custom Energy Solutions Ltd. to modernize infrastructure at 5 Wing Goose Bay.
The project will upgrade the base’s central heating plant by replacing diesel systems with electric boilers powered by Labrador’s hydroelectric grid. Additional improvements will include updated control systems and new utility metering.
Officials say the upgrades are expected to cut energy costs at the base by about $8.6 million annually — a 77 per cent reduction — while reducing greenhouse gas emissions by roughly 19,000 tonnes per year, or about 94 per cent compared to current levels.
Construction is scheduled to begin in May 2026, with completion expected by December 2030.
The Goose Bay project is part of the broader Northern NORAD basing infrastructure plan, valued at $32 billion, which includes upgrades to airfields, operational facilities and support infrastructure in Inuvik, Iqaluit and Yellowknife, in addition to Goose Bay.
The federal government says the investments will improve the Canadian Armed Forces’ ability to respond quickly in the Arctic and North, while also supporting long-term economic growth and innovation.
