N.L. to introduce mandatory registration for school bus service

The Government of Newfoundland and Labrador says it will introduce mandatory registration for student transportation on school busses.
The new requirement will apply to students from Kindergarten to Grade 12 and is set to be phased in over three years, beginning in September 2026 with an initial rollout at 17 schools.
Currently, all eligible students can access bus service, but families are not required to register. As a result, transportation planners must assume full usage, even though many students do not use the system.
Under the new model, the Department of Transportation and Infrastructure will use registration data to design bus routes and determine capacity based on actual demand.
The province says the change will allow all routes — including secondary approved stops such as child care centres — to be finalized before the start of the school year. Officials say this will eliminate the need for “courtesy seating” and reduce uncertainty for families at the beginning of the school year.
Government officials say no student will lose access to a seat as a result of the change. The department also expects the new system will allow buses to be reassigned to areas with higher demand and improve overall use of public resources.
Transportation and Infrastructure Minister Barry Petten said the change is intended to make the system more dependable for families who rely on it.
“At its core, mandatory registration for student transportation is about fairness and reliability,” Petten said in a statement. “It ensures that families who depend on student transportation can count on a modern, dependable service they can plan around.”
