Province Signs New Dental Agreements, Expands Coverage and Rural Incentives

The Newfoundland and Labrador government has signed three new agreements with the Newfoundland and Labrador Dental Association that will expand dental coverage and increase incentives aimed at recruiting and retaining dentists in underserved areas of the province.
The four-year agreements, covering the period from 2026 to 2030, will provide funding for improvements to the province's Children's Dental Health Plan, Adult Dental Program and Surgical Dental Program.
Under the plan, children aged 12 and under continue to have universal access to eligible dental services, including examinations, cleanings, routine fillings and extractions. Vulnerable youth between the ages of 13 and 17 are also eligible for examinations, fillings and extractions.
The Adult Dental Program provides basic and emergency dental services to individuals enrolled in the Foundation Plan of the Newfoundland and Labrador Prescription Drug Program, while the Surgical Dental Program covers medically necessary insured surgical dental procedures.
Among the changes announced, the government is introducing a new rural retention bonus worth $250,000 to help retain 10 dentists currently working in underserved communities under return-in-service agreements.
The province is also increasing funding for its Rural Dental Bursary Program by $250,000. Officials say the additional funding will allow five more bursary recipients to be added each year, increasing the total number of participating dentists from 10 to 15 annually.
The agreements also expand coverage under the Adult Dental Program to include surgical extractions of any tooth, including wisdom teeth, when the procedure is performed by a general dentist.
In addition, several new fee codes will be introduced to better align the public programs with private insurance plans.
