Province moves to transition Horizons at 106 residents to community-based housing supports

The Newfoundland and Labrador Housing Corporation has issued three requests for proposals for housing and in-home supports for 75 people in St. John’s as the province moves to transition away from the current model at Horizons at 106.

The requests for proposals were issued as part of a shift toward community-based supportive housing.

NLHC staff have met with the 59 tenants currently living at Horizons at 106 to assess their individual support needs.

More than 10 residents have been deemed ready for independent living and have accepted placements in NLHC homes. The remaining residents were assessed as requiring varying levels of ongoing support as they work toward independent living.

The three RFPs cover different levels of housing and community-based support:

• 30 units with light-touch case management, including one or two in-home support visits per week.

• 25 units with moderate case management, including at least five in-home support visits per week.

• 20 units with intensive case management and a dedicated 24/7 staffed response.

The successful operators will provide housing and supports for current Horizons residents. They will also work with NLHC to conduct intake for people identified through the emergency shelter system, helping move more people into appropriate housing.

The deadline for submissions is Sept. 14, 2026. The current contract for Horizons at 106 is set to expire Dec. 31.

Housing Minister Joedy Wall said the new approach would support residents at Horizons while also helping people currently staying in emergency shelters.

“This new supportive services case management approach will help not only those who live at 106 Airport Road, but also people who are currently in our emergency shelter system,” Wall said.

The minister said the province expected interest from a range of organizations and would consider options through the RFP process.
