Newfoundland and Labrador Housing Corporation (NLHC) has selected two operators to provide transitional and supportive housing services in St. John’s as Horizons at 106 prepares to end operations by Dec. 31, 2026.

Stella’s Circle and Bensaid Services will deliver programs offering different levels of case management and support for a combined 45 individuals.

Stella’s Circle will provide moderate case management for 25 people, including at least five in-home support visits per week. The contract is valued at approximately $1.3 million annually for three years.

Bensaid Services will provide intensive case management for 20 people, with a dedicated, staffed response available 24 hours a day, seven days a week. The contract is valued at approximately $2.2 million annually for three years.

Both organizations have proposed their own housing arrangements and have properties available for participants. Stella’s Circle will also use Canada-Newfoundland and Labrador Housing Benefits or dedicated NLHC homes.

The two contracts will cost an average of approximately $3.5 million annually, compared with $14.5 million spent operating Horizons at 106 in 2025-26.

A third request for proposals, covering 30 units with light case management, remains under review.

NLHC says all 45 people currently living at Horizons at 106 will be accommodated through the announced programs or temporarily placed in NLHC homes with support from NLHC staff while a longer-term arrangement is developed.
