Prime Minister Justin Trudeau met with the provincial premiers in Ottawa on Tuesday.

Trudeau proposed a 10-year plan worth $46 billion to the provinces.

Provinces and territories will also receive a $2 billion top-up to the Canada Health Transfer. This money will be used to alleviate pressure on the healthcare system including emergency rooms and surgical and diagnostic backlogs.

Collectively the premiers were "disappointed" by the proposal and want time to assess the proposal.
